Struggling learners will receive early individual or small-group tutoring support. With an investment in equity, the Blueprint will help communities that have long suffered from under-investment and systemic racism by promising more equitable funding, including for students who receive special education services, English language learners (ELL), and schools in high-poverty communities. By 2030, the Blueprint’s goal is that 45% of high school students will achieve an industry-recognized credential before they graduate. Local program committees will join existing community partners to identify opportunities and create pathways to jobs and stronger local economies. With earlier career guidance and more specific skill-building, students can qualify for well-paying jobs upon graduation. The Blueprint funds the creation and expansion of career and technical education programs and introduces opportunities earlier and to more students across all grade levels. The Blueprint projects that 15,000 new educators will be hired, including behavioral health professionals, more paraeducators, and others, allowing more time for collaboration, planning, and individualized attention for students. The Blueprint’s commitment builds educator salaries, bolstering recruitment into a newly invigorated, respected, and diverse profession with increased salaries and a starting salary of $60,000 by 2026. A Blueprint PrimerĮarly research by the Kirwan Commission uncovered not only an educator shortage in Maryland but a profession struggling to remain competitive with those requiring similar education and credentials. It all comes with an accountability system to ensure the funding and implementation upholds the intent of the Kirwan Commission’s four-year study and report, which is the foundation of the Blueprint legislation. This historic investment brings to students, educators, and schools changes educators have long advocated for and expands opportunities at every grade level with new resources, programs, and staffing. The Blueprint is an education plan for the benefit of all Marylanders-it will lift families in marginalized communities, build a stronger workforce with more diverse skills, and keep Maryland thriving as a place to live and work For example, when going through digital transformation how will the organization integrate systems into a single source of truth that will bridge data silos and increase business intelligence? Which performance metrics will the organization use to measure its performance throughout transition to the future state e.g.The Blueprint for Maryland’s Future is a multi-billion dollar investment in Maryland schools that gives opportunity, hope, and promise to all Maryland students, no matter what they look like, where they come from, or who their family is. This is all about management information. What information is needed to manage future business operations effectively?.This is why –alongside MSP – I tend to use John Kotter’s “Leading Change” approach that further supports creating a climate for change. It’s necessary to convey what change will mean for people directly affected by answering the question for all stakeholder groups: “What’s in it for me?” This requires more of a storytelling approach as well as a visual aid like an organizational chart. How will you articulate structural changes required to move from a product-focused organization to a service organization? What changes are needed for organization structure, culture or style?.How will you express visually the future state’s processes/business models?įor example, what is the organization’s existing process flow and how will it change in the future state? Would it help to have a diagram of systems, tools, how they fit together today and how they will transition to tomorrow’s solutions architecture?.The MSP blueprint template includes a number of questions in the “content checklist” that help achieve a coherent capability: Therefore, the work that goes into designing the blueprint is fundamental to establish the foundation for a coherent future business model that considers processes, organization, technology and information as a cogent and holistic solution. If they’re not careful, this can result in a misaligned and inefficient business model. Sometimes, they dive straight into delivery mode without having a coherent view of the total capability needed. Organizations often don’t invest enough effort at the front end of a programme and underestimate the time and rigour needed for both setting the vision and designing the blueprint.
